Administrative Analyst/Specialist – Exempt I

Position Information

The California State University, Office of the Chancellor, is seeking a CSSA Policy Specialist to support CSSA staff with research on policy and legislation and day-to-day administrative, legislative, and communications duties, research on policy analysis. The incumbent will be responsible for providing executive-level administrative support for CSSA’s advocacy, government relations and communications teams. Duties include but are not limited to: planning, scheduling and coordinating legislative activities: coordinating complex calendars and meeting schedules; researching, tracking, and providing recommendations to the Assistant Director on policy issues and legislation; coordinate student and staff travel arrangements; drafting, editing and distributing official reports and legislative correspondence involving independent judgment; and drafting, editing, and distributing communication for social media and website. This position will work at the CSSA Office of Government Relations in Sacramento and will be required to meet regularly with the Assistant Director of Government Relations to provide legislative policy analysis, general campaign updates, assess progress, and troubleshoot issues.

Responsibilities

Under the general direction of the Assistant Director of Government Relations, the CSSA Policy Specialist will perform tasks and duties as follows:

Legislative & Advocacy Development: 

-Inputting, maintaining, and tracking legislative bill information using departmental bill tracking software and running bill reports as requested 

-Communicating with staff, including notification of legislative deadlines 

-Organizing and maintaining electronic and hard copy files 

-Ensuring that bill positions are accurately reflected on all documents 

-Managing bill analysis process, including forwarding bills for analysis to the Assistant Director 

-Ensuring that bill positions are accurately reflected on all documents 

-Drafting, editing, and distributing legislative correspondence and advocacy materials involving independent judgment 

-Copyediting legislative correspondence and other official documents for the legislative team 

-Handling highly confidential and sensitive materials, including confidential correspondence and bill information regarding collective bargaining and legislative strategies on sensitive topics 

-Interfacing with staff members of the Legislature and State Administration 

-Monitoring and reporting on legislative proceedings as requested 

-Maintaining legislative contact database and distribution lists 

Communications Development: 

-Create, plan and schedule social media posts for advocacy on Facebook, Twitter, and Instagram 

-Provide input in the development of social media postings and content creation 

-Respond to social media messages appropriately or refer them to the appropriate staff member  

-Respond to internal and external media inquiries and direct individual to appropriate staff member 

Administrative Team Support: 

-Answer primary phone line for office, handling callers' requests and transferring them to appropriate staff 

-Manage travel for students and staff  

-Manage reconciliations for office expenses and travel  

-Manage reimbursement process for student travel   

-Other admin duties as needed/assigned

Qualifications

This position requires:

-Bachelor's Degree in Political Science, Sociology, Education, or a related field.

-2 years of advocacy experience required, preferably in a legislative or advocacy organization.

-Demonstrated organizational ability and ability to manage complex processes.

-Knowledge of the California legislative process and protocols.

-Knowledge of use of social media for advocacy purposes.

-Ability to clearly communicate verbally and in writing.

-California Driver License is required.

-Strong knowledge of the California State Student Association (CSSA) and/or a CSU Associated Students organization is required in order for the position to act as a customer service representative to press calls, student and CSU inquiries, and board members.

-Experience in corresponding verbally, in writing and through presentations in a professional setting is required for correspondence with vendors and CSU employees. 

-Ability to apply independent judgment, discretion, and initiative when problem solving administrative issues that affect daily duties.

-Ability to multitask and organize many competing projects simultaneously; competing priorities of the board often affect staff workload and task schedules.  

-Ability to maintain a positive attitude when working with students, CSU administrators, Associated Students staff and members of the public. 

-Experience with computer software and word processing. 

-Strong knowledge of and high proficiency in Microsoft programs including Excel and PowerPoint to develop financial documents/records and presentations.
