The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information

The California State University, Office of the Chancellor, is seeking an Assistant Vice Chancellor, Advocacy and State Relations to be the chief strategist and lead advocate representing the interests of the California State University system before the executive and legislative branches of state government. Under the general direction of the Administrator-in-Charge, University Relations and Advancement, the AVC Advocacy and State Relations works with the Board of Trustees, Chancellor, and senior leadership across the university to develop legislative priorities and secure state appropriations. Advocacy and State Relations teams with legislative liaisons from the 23 CSU universities to promote the CSU’s collective priorities and express the value of the state’s investment.

The AVC, Advocacy and State Relations collaborates with stakeholder groups such as the California Student Association, CSU Alumni Council, labor, business, and community organizations to implement advocacy strategies.  The team also works closely with the University of California and California Community Colleges to advance the shared interests of higher education.


The Assistant Vice Chancellor, Advocacy and State Relations will:

-Provides advice and counsel to system leaders regarding legislative, political, and budgetary matters.

-Develops and recommends integrated strategies and tactics to achieve short and long-term system goals and objectives.

-Provides leadership and strategic direction for the ASR team/office including establishing review processes and position recommendations on thousands of bills introduced and amended annually

-Cultivates relationships with internal (i.e., Chancellor's Office staff, campus business and advancement officers, campus presidents, and legislative liaisons) and external groups (legislative and executives branches of government. boards and commissions) to achieve goals and objectives on behalf of the VC.  Collaborates with student, employee, and alumni leadership, including labor representatives, to coordinate advocacy on behalf of constituents.

-Serves as chief representative for legislative affairs on behalf of VC and chancellor.

-Oversees the development of legislative proposals for the biannual Trustees' program and seeks passage of these measures.

-Provides regular reports to the Trustees' Governmental Relations Committee. Recommends system positions on legislative matters, within guidelines of the Trustees' Legislative Principles and with expert analyses from system office and campuses.

-Coordinates CSU campus activities with the legislative and executive branches of state government. Identifies, coordinates analyses, and manages testimony by CSU with state government.

-Advocates on budgetary matters, as requested and in cooperation with AVCs for Budget Development and Capital Planning.

-Provides training, development, and support for campus-based advocacy teams.

-Work with Chancellor's Office colleagues in Strategic Communications to develop and implement effective immediate and long-term advocacy and communications efforts to increase support for the CSU including the identification and utilization of champions and advocates.

-Coordinates messaging and use of social media with system and campus constituents including Strategic Communications and legislative liaisons.

-Advise and prepare trustees for Senate confirmation.


This position requires:

-Bachelor's degree and ten (10) years’ experience in governmental advocacy or analysis or related field is required for this position. Experience with California legislative processes is required.  Experience in a related management position is preferred.

-Thorough and extensive knowledge of current legislation, laws, regulations, and policies related to education to enable incumbent to provide accurate and meaningful advice, guidance and assistance to the VC and CSU executive leadership.

-Strong oral and written communication skills to enable incumbent to interpret and communicate educational policies and procedures and direct the day-to-day functions of the Advocacy and State Relations staff.

-Strong problem-solving and conflict resolution skills to fulfill the leadership responsibilities necessary to successfully advocate the needs and interests of the California State University, and to serve effectively as professional staff supervisor.

- Strong strategic skills and demonstrated success in the development and implementation of advocacy plans to increase support for organization and related issues.
